Cook the macaroni according to the package directions (boil for 7 8 minutes, or until tender). drain the macaroni in a colander. place the butter, flour, and onion powder in a medium pot. whisk and heat over medium until the butter is melted and the mixture begins to bubble. Melt the 8 tablespoons butter over medium heat in a large fry pan. then whisk in the 4 tablespoons flour, 1 & 1 2 teaspoons salt and 1 teaspoon black pepper. whisk continuously. once the butter and flour begin to simmer, slowly whisk in the 16 ounces heavy cream and 1 cup milk into the skillet. whisk continuously.
